Outbound rules for Ukrainian children

During the martial law on the territory of Ukraine, be sure to specify the current rules of crossing the border with children in the Border Guard Service of Ukraine!

According to general terms according to point 313 of the Civil Code of Ukraine which has entered into action since January, 01 2004, by the decision of the Cabinet of Ministers of Ukraine dated 13.04.05 № 280 and dated 31.03.95 № 231 (with following changes), to the physical person (the Citizen of Ukraine) which has not reached the age of 16, gives the right to flight under following conditions:

• accompanied by both parents (adoptive fathers, trustees);
• accompanied by one of parents (adoptive fathers, trustees) in the presence of notarially certified consent of other parent (adoptive father, trustee) on a travel of the child, even in case if one of them does not live with the child;
• In the presence of notarially certified consent of both parents (adoptive fathers, trustees, even in case one of them doesn't live with the child) on child departure, rest or health improvement as a part of group of children with the principal;
• accompanied by the authorized person (the passenger in the age of 18 years and older) in the presence of notarially certified consent of both parents (adoptive fathers, trustees, even in case if one of them does not live with the child) on departure of the child, capable to be responsible for the child at all stages of travel, including change of aircraft / flights, formalities at registration, customs and boundary registration, etc.
• If another is not established by laws in force of the country of destination/transit/transfer, the child at the age from 5 till 16 years (on flights which cross borders of Ukraine) can be accepted to transportation under responsibility of Airlines on own direct flights, flights which are carried out under Airlines code (call), and transfer flights, except flights which are performed by several consecutive carriers.
• Presence of the original of the birth certificate is required in certain cases In other cases children till 16 years (citizens of Ukraine) have no right to depart territory of Ukraine.
